The state of Vermont designated the Vermont Department of Public Safety as the State Administrative Agency (SAA) pertaining to the Homeland Security Grants Directorate. The Division of Emergency Management and Homeland Security assumes primary responsibility to ensure emergency responders are adequately prepared to respond to WMD incidents. This includes preparing for a crisis through training and exercise.
