On January 4, 2019 Governor Philip B. Scott signed Executive Order N0. 01-19 which promulgates the revised State Emergency Management Plan (SEMP) effective January 1, 2019.The plan replaces the existing 2013 State Emergency Operations Plan (SEOP). The plan addresses Vermont’s hazard and threat environment, including natural, technological, and human-caused emergencies or disasters. The SEMP forms the basis of the State of Vermont emergency management system, which includes the collaboration of all state agencies and departments that have operational responsibilities and capabilities across five mission areas—Prevention, Protection, Mitigation, Response, and Recovery. The SEMP assigns functional responsibilities to state agencies, departments, and organizations to provide coordinated guidance, relief, and assistance to the local jurisdictions and people of Vermont before, during, and after disasters.
The SEMP is revised on a five-year rotational schedule by Vermont Emergency Management.
