In an effort to provide local emergency management organizations with the basic knowledge to effectively manage local disasters, the state emergency management program has developed a Emergency Management Certification Program. This program is designed for individuals that may work within the local emergency management organization and includes 60-75 hours of blended learning curriculum.
EMD Certification Curriculum:
On-line (all 9 of the following)
- ICS 100 Introduction to Incident Command System (2 hours)
- ICS 200 Incident Command System for Single Resources and Initial Action Incidents (4 hours)
- IS-120a An Introduction to Exercises (3 hours)
- IS-230d Fundamentals of Emergency Management (6 hours)
- IS-235b Emergency Planning (5 hours)
- IS-240b Leadership and Influence (3 hours)
- IS-241b Decision Making and Problem Solving (2 hours)
- IS-242b Effective Communication (8 hours)
- IS-244b Developing and Managing Volunteers (4 hours)
Instructor-led (all 3 of the following)
- Local Emergency Management Director Course (8 hours)
- FEMA Shelter Field Guide Training for State and Local Communities (10 hours) or American Red Cross Shelter Fundamentals (3 hours),in person or online through the American Red Cross Edge Extended Enterprise System. Once completed, please send your course certificate to dps.emhstraining@vermont.gov If you have any questions about this course, please contact the American Red Cross.
- G-191 Incident Command System-Emergency Operations Center Interface (8 hours)
Practical Application (1 of the following)
- Participate (as an observer, planner, player or evaluator) in one Table Top Exercise (TTX) (3-8 hours); or
- Participate (as an observer, planner, player or evaluator) in one Operations-based exercise delivered at the state or local level (3-8 hours); or
- Complete L0146 Homeland Security Exercise and Evaluation Program (HSEEP)

How to become a certified EMD:
- Log into the Learning Management System (LMS) (https://vermont.csod.com) and register for the Vermont Emergency Management Director Certification Program curriculum. The simplest way to do this is type EMD in the search bar. If you do not have an LMS account or need assistance logging in, please contact VEM training at DPS.EMHStraining@vermont.gov.
- Submit your FEMA Student ID (SID) to DPS.EMHStraining@vermont.gov. This will be entered into your LMS account for auto tracking of future online coursework. Don’t have a FEMA SID? Register for one at the Student Identification System
- As courses are completed and logged into the LMS, they will be marked as complete on your transcript. For any courses not taken with VEM or through FEMA’s Independent Study site, the certificate of completions will need to be emailed to DPS.EMHStraining@vermont.gov.
- Instructor-led course enrollment can be found in the LMS (http://vermont.csod.com). Online courses can be found at https://training.fema.gov/is/
- Practical exercise requirement:
- Exercise Participation: If you participate in an exercise, the exercise must follow the HSEEP methodology. The Exercise Director must sign off at this link (https://forms.office.com/g/Uu7a6tytaL) to attest to your participation. The Exercise Director must have completed the Homeland Security Exercise and Evaluation Program (HSEEP) course.
- HSEEP Course: If you participate in the Homeland Security Exercise and Evaluation Program (HSEEP) course instead, please note that IS 120 is a prerequisite.
- Once all requirements have been completed, email the State Training Administrator, at DPS.EMHSTraining@vermont.gov stating that you’ve completed the EMD certification, and provide your:
- Name
- Mailing address
- Phone Number
- Any certificates not currently reflected in your Learning Management System Transcript

Upon completion of all the curriculum, individuals will be:
- Presented with a State of Vermont Emergency Management Director Certificate.
- Highlighted as Certified Vermont Emergency Management Directors on the Vermont Emergency Management website and recognized at the annual Vermont Emergency Preparedness Conference.
- Eligible to receive the Federal Emergency Management Agency's Professional Development Series Certification.
Trained, professional Emergency Managers are the cornerstone of effective local emergency management organizations.
