Please Note - Facilities that use or possess cooling and freezing equipment containing Anhydrous Ammonia or Freon may be required to report these chemicals if you exceed 100 lbs. of chemical in all freezer/cooling units at your site. Please read the Cooling and Freezing Chemical Memo.

Electronic Reporting
The EPA has a Tier2 submit software to help you prepare an electronic report. Vermont is requiring that all facilities use the Tier2 Submit 2021 software to submit the Tier2 report for calendar year 2021 between January 1 and March 1, 2022. This software is available from the EPA website.
The Tier II File in .T2S Format, be submitted to the following:
State Emergency Response Commission (SERC) – TIER II Submit Portal at https://vtdfs.powerappsportals.us/tier-ii/ -
Complete Registration – Follow prompt and upload your .t2s file
Once the report has been received an invoice for the fees owed will be generated and emailed notification will be sent. Payment can be mailed to the Division of Fire Safety, Attn: Community Right-to-Know Program., 45 State Dr. Waterbury, VT 05671 with the appropriate fee, payable to “Department of Public Safety – HSF”, or paid via the submission portal via eChecks only (online payment will be available in February 2022).
