Local Emergency Operations Plan

**As of March 5, 2019, the Local Emergency Management Plan (LEMP) requirements replace LEOPs for municipalities.**

Base Plan

 Local Emergency Operations Plans must be submitted to Regional Planning Commissions annually after town meeting day, but before May 1st.  Completion of the Base Plan is the only requirement - all appendices are optional.

The individual that certifies adoption of the LEOP must be trained in ICS 100 or 402.  ICS 100 is available online at the National Incident Management System (NIMS) Website.  Classroom offerings for ICS 100 and ICS 402 can be found on the Training page.


There is no need to provide any of these appendices to the state, but it is considered a best practice to fill them out and retain them on file within your municipality.
