Vermont Emergency Management Director of the Year: Thomas Hanley of Middlebury

Middlebury Police Chief and Emergency Management Director Thomas Hanley has been honored as Vermont’s 2021 Emergency Management Director of the year. The award is given each year to recognize the exemplary work of those who oversee, plan, and carry out their community’s emergency management plans. 

Over the past 18 months Chief Hanley has lead Middlebury’s COVID-19 response. That has included the critical function of coordinating with Porter Hospital and Middlebury College among others to set up testing facilities, procure supplies, and plan for medical surges at healthcare facilities. 

Throughout the pandemic Chief Hanley also ensured his constituents were provided with current COVID information. He prepared and distributed more than 220 bulletins released to the public sharing information from the Vermont Department of Health, Centers for Disease Control, the office of Governor Phil Scott, Vermont Emergency Management, and any source of information that would help protect the citizens of Middlebury and surrounding towns.

“Local Emergency Management Directors like Chief Hanley are incredibly important in disaster preparedness, response, recovery and hazard mitigation,” Vermont Emergency Management Director Erica Bornemann said. “Chief Hanley and EMDs like him epitomize what it takes to ensure our communities are ready the next time disasters occur.”

The nomination from town leaders also noted:

“Chief Hanley’s commitment to keep the community informed during these challenging times has been very much appreciated by the residents of not only Middlebury, but surrounding towns.  The Town Manager and Selectboard have received many emails and phone calls praising and thanking Chief Hanley for not only keeping them informed, but also providing an opportunity to smile with his dry Irish sense of humor and his tendency to use a baseball or hunting/fishing analogy to drive home a point.”

Hanley was honored during Vermont Emergency Management’s 2021 virtual Vermont Emergency Preparedness Conference.

A community’s Emergency Management Director is an appointed individual who is directly responsible for the organization, administration, and coordination of local emergency management planning and response. Every Vermont city and town is required to have an EMD.
