Vermont’s State Emergency Operations Plan is the framework for the coordination of Vermont capabilities to support local jurisdiction response with state-level resources in compliance with Federal guidelines.
 
The goal is to develop emergency management potential by utilizing all available resources for the effective response to and recovery from all types of emergencies or disasters. This state-level integrated emergency management document is designed to describe the Vermont emergency-disaster response and serve as a central information source in all phases of comprehensive emergency management.
 
In addition to updating the Basic Plan VEM reviewed actual responses to incidents, updated State Support Function Annexes, the recovery annex, the terrorism incident annex, the cyber annex, the avian & pandemic influenza annexes, and debris management.
 
 
 
A Local Emergency Operations Plan (EOP) serves a similar purpose by allowing individual communities to coordinate disaster response.
